8. Identification and Registration of Beneficiaries



 8.1

 The areas affected by the disaster should be broken down into geographical units which are overlooked by Gramasevekas.

 8.2

 Lists of residents in such geographical units, should be the basis on which a survey would be conducted.

 8.3

 The survey needs to be conducted by a Committee comprising of the Gramasevaka Niladari, the Project Officers at Head Office and at site, an  administrative / financial officer from Head Office and two village representatives affected by the disaster. A standard form needs to be completed  during the survey to collect information.

 8.4

 The purpose of the survey would be to identify and record the damage suffered by the residents of the area, loss of life, injury and loss or damage to  property and valuables as detailed in the form.

 8.5

 The above Committee would be expected to exercise its judgment on the losses and record its comments separately in respect of each completed  form.

 8.6

 The completed set of forms would be checked against the official list of residents and any discrepancies need to be investigated by the committee.

 8.7

 The completed forms and the findings of the committee would be scrutinized and approved by the Divisional Secretary or other suitable officer after a  personal investigation of any major issue. After such approval the Project Officer at the site would register the Beneficiaries. He would furnish the  registered list of Beneficiaries to Head office and update the information fortnightly.

 8.8

 The team detailed in Section (8.3) above would also select and appoint a Committee of Beneficiaries to assist the Organisation in future programmes.  The criteria of selection would be educational qualifications, occupation, good conduct and satisfactory personal relationships with other members of  the community. An official of the committee conducting the survey and a member of the Beneficiaries Committee should attend all progress review  meetings at head office and the site.
